The Demise of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are conducted: positive announcements are released from multiple capitals. Significant resources is expended on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "settlement".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track missile launches from across the border, a capability provided through current data. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles flew past – sophisticated military planes provided to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense thundered: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into grim resignation: possibly the incoming missile won't hit its mark this time, sparing the city from catastrophe and further power outages.

Continuous Dangers

Soon after, a large-caliber weapon fired at a unmanned aircraft somewhere nearby, part of a defensive team – most likely allied-provided weaponry. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the morning news: multiple fatalities, devastation and heating outages in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on external assistance – a reliance that neighboring countries are clearly incapable to replace in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington provoked deep reactions, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new proposal from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually achieve victory. This cycle will, certainly, endure.

Tactical Assessments

It is tempting to accuse particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a premise familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is unrealistic to pressure the Kremlin to relinquish the land that it already controls in Ukraine's south or east.

The challenge is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through statements or actions, from assuming that the situation will not evolve additionally in its favour in the months ahead.

Conflicting Perspectives

Therefore, Moscow is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but averting a complete military breakdown until conditions improve in its benefit.

Present Conditions

Factually, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not switch to domestic problems. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Assessment and Future

It took a mere seven days to eliminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.

While new proposals based on old ideas are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
